The Rule in One Minute
Leaving Singapore by land in a Singapore-registered vehicle? Your fuel tank must be at least three-quarters full or you risk a composition sum, prosecution, and being turned back at the checkpoint. This rule is enforced at both Woodlands and Tuas.
What Fuel Types Are Covered?
- Petrol vehicles are covered.
- Diesel vehicles are covered. The diesel extension has applied since 1 April 2019.
- CNG vehicles are covered.
- Petrol/CNG hybrids must have both fuel tanks at least three-quarters full.
- Pure EVs: Singapore Customs' current page lists petrol, diesel, and CNG fuel tanks. A pure EV has no motor-fuel tank, but check the latest official page if your vehicle has any fuel-powered range extender.
Penalties for Non-Compliance
- Passenger cars and similar vehicles: S$100 composition for a first offence, S$300 for a second offence, and S$500 for a third offence.
- Large-sized vehicles such as goods vehicles, trucks, buses, and vans: S$300 for a first offence, S$400 for a second offence, and S$500 for a third offence.
- You may be required to make a U-turn back to Singapore to refuel before leaving.
- If the fuel gauge is tampered with, the driver may be charged in court.
Quick Self-Check Tips
- Top up before the BKE/AYE fork — there are Shell and Esso stations near the expressway exits.
- Keep your fuel receipt as evidence in case of disputes.
- If your gauge needle hovers near the 3/4 mark, fill up anyway. It's not worth the gamble.
- Diesel drivers: double-check — many forget diesel was added to the rule in 2019.
