The Rule in One Minute

Leaving Singapore by land? Your fuel tank must be at least three-quarters full or you risk a fine, prosecution, and being turned back at the checkpoint. This rule is enforced by Singapore Customs at both Woodlands and Tuas.

What Fuel Types Are Covered?

  • Petrol — Always covered.
  • Diesel — Included since 1 April 2019. If you drive a diesel car, the same 3/4 rule applies.
  • CNG (Compressed Natural Gas) — Also applies. For hybrid petrol/CNG vehicles, both tanks must be at least 3/4 full.
  • Electric Vehicles (EVs)Exempt. No fuel tank = no 3/4 requirement.

Penalties for Non-Compliance

  • Fine of up to S$500.
  • Possible prosecution for repeat offenders.
  • Forced U-turn back to Singapore to refuel.
  • Significant trip delay — refueling + rejoining the checkpoint queue.

Quick Self-Check Tips

  • Top up before the BKE/AYE fork — there are Shell and Esso stations near the expressway exits.
  • Keep your fuel receipt as evidence in case of disputes.
  • If your gauge needle hovers near the 3/4 mark, fill up anyway. It's not worth the gamble.
  • Diesel drivers: double-check — many forget diesel was added to the rule in 2019.
